ASHLAND — Residents on Morgan Avenue will have to refrain from flushing for a couple hours in the near future, as crews prepare to line 350 feet of sanitary sewer meant to prevent a sinkhole from developing.

Ashland City Council on Tuesday hired a company to line the section of sanitary sewer that officials have said has faulty joints, leading to water buildup and a possible sinkhole situation.

Currently, the city has placed steel plates in a couple places along the residential street near Freer Field. Ashland Mayor Matt Miller said the plates are there to prevent a sinkhole from developing.

The issue, Miller said, is the pipe is located 100 feet below the middle of the road, which was resurfaced a couple years ago. Traditionally, lining pipes requires tearing up portions of the road, causing delays in traffic and high costs.

This time, the company — Enviro-Flow Pipe and Conduit Services Ltd. — will install a fabric lining with a polymer resin through the manholes located on the street. Miller said the work can be done in one day and that residents upstream will have sanitary sewage bypassed.

“It’s like a sock unrolling,” said Councilman Jason Chio. “And it will go in one manhole and will come out the other end. They treat it with the steam, it hardens and it’s like a very quick process.”

Those residents within the immediate work area, however, might be impacted, Councilman Dan Lawson said.

Chio said since the process will only take a day, the residents might be asked to refrain from flushing for a “couple hours.”

By state law, all contracts with an estimated cost over $25,000 require municipalities to seek bids.

Officials did not have a specific time on when the work would be done, but council used a process that removed the need for bidding on the project because of the presences of a potential health or safety emergency.

“We don’t want to wait for a sinkhole to occur and for the street to open up and a car to fall into it or something, we want to take care of it ahead of time,” said Richard Wolfe, the city’s law director.
