The new Logo of the Johnsonburg Municipal Authority

JOHNSONBURG--The Johnsonburg Municipal Authority (JMA) has a new logo, which has been added to all vehicles in an attempt to foster pride and conformity among workers and staff of the water company. The new logos were designed by the staff and produced by Kennedy Signs. This is part of an ongoing rebranding of the JMA, with some standard uniform implementations, and will foster employee pride in the Authority. The new logo displays blue on top for fresh water and green on the lower half representing wastewater and is in line with the standard colors for the PA -One Call System, which categorizes underground piping.

The JMA is cracking down on storm and surface water discharged into the sanitary sewer system. In addition to using the Contractor Pipe-Eye to seal up several manholes in the area, the JMA is monitoring customers monthly on sewage outflow. Under JMA codes, no persons shall discharge or cause to be removed any stormwater, surface water, groundwater, roof water runoff, subsurface drainage, cooling water, or unpolluted water into any sanitary sewer line. The JMA is closely monitoring this and will address current customers who are not compliant with this standard policy. Two customers of the JMA were explicitly mentioned, both on Market Street in the Borough. The Johnsonburg Community Center and the Johnsonburg Elks Club.

The Wastewater Treatment Plant computer upgrade with ELCON is ongoing to replace the aging computer system running on a 20-year-old Windows platform. The engineering phase is complete, but part availability is becoming a concern with the computer chip shortage. ELCON is working on a solution.

JMA Water Plant workers are marking all Pa 1 calls. and is doing water shut-offs/turn on's as needed. Work orders are being completed as scheduled, along with water and sewer plant daily checks. Workers are mowing tall grass for the various sites. The water flushing program for the 2022 Spring season is now complete. JMA is working with contractors on completing plant punch lists. Leaks in the system are being repaired as needed. Plant tours were given to Board members and the Bradford Water Authority. JMA Staff is working on final numbers for USDA remaining grant money to be spent on the system, DEP (Department of Environmental Protection) reports. VOC and SOC sampling in the new water plant is being completed as required, along with weekly distribution compliance sampling.

JMA Wastewater treatment operators are continually working on the new system. The meter readers recalibrated the #2 chlorination channel meter, and the WAS pump #2 was evaluated by workers and needs to be rebuilt. Workers are putting in a safety ladder in CL2 channels. The JMA used a sewer camera on Erie Ave to be assured the main sewer line was clear after some recent overflow into the system. Workers finished the sewer tap at the Powers Run bathroom facility. The Community building pool drained 75,000 gallons of water into the sewer system and is being contacted by the JMA concerning the enormous bill generated by the event and issued a letter to correct.

Councilmember Earl Park inquired about replacing manholes, and per Cory McCabe, five manholes are of grave concern and expected to be corrected starting the week of June 12, 2022.

Chuck DeStephano inquired about infiltration into the sewer from the Community Building, Johnsonburg Nutrition (formally known as KJ's), Elks Club, and 117 Church Street. There is infiltration into the JMA sewer system from these establishments, and per JMA Rules and Regulations, this is not legal and needs to be corrected. This is also being closely monitored.

Under the Engineers Report, JHA continues to monitor the punch list finalization/project closeout process. The punch list is being finalized and communicated with GD&F Engineering. Decommissioning of the Silver Creek Lagoon and storage tank dewatering/sediment removal is completed. JHA Engineering has requested to terminate the NPDES-IW permit to DEP, which has been acknowledged. Final termination will be 30-days from May 3, 2022, or June 2, 2022. JHA continues correspondence with the chief water operator and GD&F on various items pertaining to distribution, intake, and overall operations. JHA/JMA/GDF has communicated with vendors, contractors, and the team to determine a corrective action approach JHA and Solicitor Brown continue to address easements for the water line extension and will be having ongoing meetings to review and discuss. Permitting packages are being finalized and are on track. JHA conducted the stream survey to validate elevation information to refute other parties' desire to remove the dam at Domtar, which could affect the water-intake system. JHA continues to provide NPDES reporting oversight and guidance. The Powers Run Dam Breach Permit has been issued, and JMA is awaiting grant funding opportunities through American Rivers. Rick Zeigler commented that to his understanding, there would not be any known dam removal near DOMATAR along the Clarion River.

For the new Water plant, GD&F Engineering provided project status updates. For Contract No. 1, the Water Treatment Plant, under General Construction, the contractor is working on finishing the punch list. The Change order is approved for intake screen modifications, and drawings are currently under review. For Contract No.2, the Water Treatment Plant, Electrical Construction, the contractor has submitted all Contract Closeout Documents for Final Completion with USDA. For Contract No. 4, the Water Distribution, under System Improvements. GD&F has requested all required documents for Contract Closeout, Project Payment Applications, and RUS Requisition Approvals. Chairman Jim Reinsburrow inquired about several key issues. He asked Andy Johnson if a permit is needed to make corrections to the new water plant's intake; per Andy Johnson and Travis Long, this is not required. Four Transfer switches at pump stations were repaired according to Ken Caldwell, this is complete. Earl Park inquired about intake correction for the new water plant and its completion. Andy Johnson indicated this should be completed by the winter of 2022. Jack Fowler asked about pump station generators; these are expected in the 3rd quarter of 2022, but this could be delayed longer due to economic impacts.

A motion was made by Earl Park and seconded by Rick Zeigler to use remaining USDA contingency funds to purchase valves and hydrants for the JMA system at an estimated amount of $137,921.12, $420.00 for security upgrades at Willman Pontiac pump station and 109 1st Avenue, and Geci Accounting provided services for January, February, and March of 2022 in the amount of $5,250.00. Motion carried unanimously by members present.

Chuck DeStephano inquired about repurposing a building for storage at Powers Run; this will be discussed in more detail with the operations team before making a decision.

Property restoration of 510 Glenn Hazel Road was discussed, and JMA will continue cleaning this property; operational needs are slowing progress, but this is being addressed.

The next meeting of the JMA will take place on July 13, beginning at the JMA offices on Market Street in Johnsonburg at 4 p.m. The public is invited to attend.
